「まるちぷ」は、違法データのダウンロードサイトではないので、違法ダウンロード刑罰化には直接関係無いと思いますよ。
もし訴えがあった場合には、プロバイダー責任制限法に基づいて、アクセスログや違法ユーザーの情報を提供する用意があります。

かんりにん本人は、ほとんどファイルをアップロードもダウンロードもしていません。
というか、本業があって、さらにサイトのプログラム開発やサーバー運用ががあるので、ほとんどそんな暇はありません。

では何故このサイトを作ったのかというとですね、
自由に作品の投稿ができるサイトがあったらステキだなーと思って、勢いで作りました。

こういうサイトのアイディアを思いついたら、プログラムやサーバーを開発するのが趣味なのです。
使うためというより、開発することが目的なんですね。本末転倒ですが。
